adobe-cff is compile time configuration shit for freetype, if you only have binary packages you probably need to build the package yourself but I have no idea how to go about that on Arch.

Arch doesn't have useflags its part of portage, not pacman. USE is an environment variable that contains flags, adobe-cff being in there causes portage to configure fontconfig with adobe-cff support at compile time.
