Is there a way to start/boot by touching the keyboard or mouse in windows 10?
Or does it only work while in sleep mode?

Nah.
You could accomplish a remote on button pretty easily though.
If you are /MKG/ you might be able to place a dedicated button inside the keyboard, wouldnt be worth it though.

Of course, but it only works with as PS/2 mouse/keyboard
