So many legitimate businesses give their employees VPN access in case they need to do work from home. I cannot see them being able to differentiate them. The government might get sued in this case, especially if they access some business VPN and expose a bunch of credit card data on accident.

I'm not going to read through it again, but if I'm not mistaken it will be some what what is happening in the UK. Information on searches will be tracked, if you are going through tor then right away you are on a list. Now that you are on this list with rule 41 you can be hacked with ease.
It isn't that different from what happens now, the fact is that it is being permitted openly (at least some what openly).

Its not really anything new, its mostly the fact that there is public legislation and even more support from congress for them to do this. Going beyond the support, they're being given free reign. That aside, they've been involved in Tor shenanigans for quite a while. All of this started with Bush.
