If I convert an MP3 file to opus, with the same bit rate and everything. Will the quality be the same?
What is cause for the loss of a few Mb before and after conversion?

You need convert FLAC or WAV to Opus, not MP3.

Reduce the bitrate. Same result as transcoding it to another lossy format.
I assume 6p is a phone. Another option is not to put all the music on the phone. Third option is to set up a server at home and stream it to your phone.

Will be worse, another set of compression artifacts on top of the ones from the first compression. Even if you used higher bitrate. Basically it doesn't make sense to do it.
