Currently back in College to get pre-reqs for a master's in C.S. (my BS is not CS related, but was STEM)
Going through intermediate programming, discrete structures, and more next year.
At what point would you say I have employable knowledge?
I am thinking of personal projects to work on so I have something in my portfolio.
I know job listings ask for way more than they really need usually, so are there sort of "minimum basics" for most CS related work?

When you can install gentoo by yourself
Honestly if you've got a decent portfolio you'll be good to go.

Any tips on building one up?
Been thinking of useful simple software I could make for my own personal efficiency, I don't know if that's the best way for me to go about it.

I just don't know what constitutes a program that might interest an employer really.
Does it need to be a project that was good enough that other people used it?
I know I can't use anything 4chan related, don't think employer wants to hear about some program I made to improve porn organization.

I think you mean media organization.
Take your filth and make it publically acceptable.
