Frankly just getting x86 extended to 64b and getting integrated memory controllers added was probably mostly political, but pushing past all the safe and/or popular but mediocre alternatives is a talent in and of itself.

Zen+ is already done. The generation after it probably too. It takes several years it for a from scratch design to hit the mass market. In the time between tapeouts the CPU designers are idle and have more than enough time to design the next generation of that architecture.
This is the reason why AMD sticked with the bulldozer architecture so long. They bet on multicore performance and by the time the first bulldozer came out and nobody gave a fuck about multicore performance they already designed enough CPU generations for the next few years. Even if they started development of Zen as soon as the first Bulldozer hit the shelves they'd still be stuck with their X generations of bulldozer. So they have no choice other than to release bulldozer improvements for the next few years until Zen comes out.
