Sakura has the same capacity circuit as Rin, except with a much worse elemental leaning. The Tohsaka is a young family, they got a big boost by incorporating the Edelfelt's crest into their line, but their blood line and circuit quality is still shite compared to the like Aozaki and Barthomeloi.

Sakura's Imaginary Numbers is literally only useful against spiritual stuffs (i.e. Servants), her only offensive tool is the mud golems which is the only thing she has that can interact with the 'real' world. She can't eat people like Angra Mainyu can after sucking him back in and turning into """Dark""" Sakura. And as compensation, she's useless at every other form of elemental magecraft.

She's high tier in a Grail War scenario where she can potentially hijack other people's Servants by ganking them, and nearly useless outside of it.
