Build an FX 8350 rig on the $99 GA-990FXA-UD3 R5 board, it's got ALC1150 audio too, doesn't really get any better than that, it's what the X99 deluxe has.
If you plan to use the igpu for anything other than shitposting get the A10.

Even on a normal use machine I'd suggest a $100 video card, igp has low power usage it's so weak compared to a gpu.
I'd suggest an FX6300 and a 750ti or get that card with an intel if you want a 14nm CPU.

FM2 is a good platform for basic use, but you're really limited to how fast you can go, with a 970 chipset, you can buy a cheap FX4300, then later on buy an 8350 and go pretty damn fast if you want.

I really wouldn't touch a fx 4xxx at all - at that point its intel or bust as those 4 core chips are shit. Hell I wouldn't be surprised if some of the newer AMD apus beat out a 4300.

Well the problem is for AM3+ to shine you sort of have to go all-in. Get an 8 core chip and a 990fx board to keep up with the power demands (especially when overclocking). Something like a 8320e on a M5A99X EVO R2.0 is fairly economical when overclocked for the performance you get.
The issue here is that that is waaaay beyond the original budget and getting low end AM3+ just as a stopgap upgrade given zen is so close is a waste of time. Either go intel right now or wait.
