Is there a way to completely silence my PC, even under heavy rendering or gaymen load? As in no audible sound at all?

not likely, that thing generates too much heat.
maybe with some really good water cooling, but water pumps are pretty much never silent.

Should have bought a 970 that comes with passive cooling.
Passive heatsink, fractal design cases have some sound dampening pads on the inside. A fat ass 1000W power supply so the fans never have to spin, even under full load.

I was thinking about submerging it in mineral oil cooled by huge slow fans, but that seems simpler.

He can use a fanless PSU for those parts, that's not his main problem, it's the video card.
