It can, yes. Some packages require you to change cpu-specific use flags as well.

I've been using gentoo for the last 11 months, can't complain.
If you want to customize your distro down to the comple flags. or you need to squeeze the last drop of perfomance of your computer. or if you're a developer, then gentoo might be usefull to you.

I've been using Gentoo on my desktop machine for 8 years. It works fine. The Portage overlays do not cover as many packages as the AUR though, but they should be sufficient for most purposes.

GuixSD has very active devlopment. Trisquel and gNewSense are still reasonably active.

Gentoo is a rolling release so there is no "default". The newest stable keyworded gcc is 4.9.3 and both 5.4.* and 6.2.* are availabe in the tree as well to play with
