preferably more classic CLI text look than the picture

setup cygwin (or if you're on windows 10 just use the built-in ubuntu thing) and then install irssi or weechat in it

alternatively, get a vps and/or raspberry pi, setup irssi/weechat on it inside of tmux (you can detach from this and attach later from whatever computer you use to connect to the one running irc) and then even from windows you could just connect to it through PuTTY or something

There was this client called `Excursion', which I used when I was 14 or so and still on Windows.

Back then I thought it looked awesome and if I could find it now I probably still would think it looks awesome.
