the fans on msi cards don't kick in until temp hits 60°C to keep it as quiet as possible, at least on my 980ti.

use msi afterburner to make a custom fan profile and set it to turn the fans on at like 45°C if you're worried.

or get better airflow in your case.

Maybe you have a high base clock in bios? My computer came with a 120 base clock or something.
