sometimes IP addresses rotate with *extremely* low frequency, to the point of being practically static.
if you're not paying for it, then it *may* change, but might not. you shouldn't trust anything exceedingly serious to rely on your home having the same IP address. you can still do stuff like run a site behind a domain or something, but you'd want to run software to occasionally check your IP address and update some DNS settings to redirect. if your IP address cycles pretty frequently, it's usually not worth doing because of propagation times and stuff.

ADSL usually uses PPP(oE) and with this you get a static IP but only for one session.
If you never restart your modem/router your IP is basically static, but if you do, you'll most likely get another one.
