So Im trying to get more into using just the command line on linux, through tty before I even start x. But I cant even use programs like feh becuase X isnt on.
Is there a way to start x without it booting up a window manager?

It might be possible, but it seems pretty pointless. Why would you want to run a window server without at least a rudimentary window manager.
If you want to use linux on a workstation without a GUI, install a tiling window manager like awesome. Working from the console is an unnecessary pain in the ass and nobody does it except when absolutely necessary. Even with headless servers, you ssh in from a system with a window manager so you're not constrained to 80 cols x 24 rolls and no scrolling.

I've used a really, really ugly window manager that I believe is an xorg default. My guess is you can startx and feh and it might just work
