The credit card providers and Paypal have been paid off to withdraw services from porn sites who don't comply, so it'll be easy to do the same for VPN companies who sell to UK customers. That isn't how it works. There will be no universal opt in system as there currently is. They've specifically said that. Age verification will be handled on a site by site basis, with any that don't comply with their "strict" standards being blocked entirely. So enjoy handing over your credit card details to PornHub and the like just to be able to watch free streams.
