You need to set up your routeur (or modem, I don't know the difference) between Windows and "the Internet" so Windows can't bypass it (unless it uses a built-in VPN to some servers).

To be sure about that, you'd need to compile everything from source, which cannot be done with Windows, but you can listen on the hosts your computer reaches.
