Your temps are fine.

Idle CPU temps just show your ambient air temp.

If you live in Sweden and keep your computer next to the window you just open the window for 10 minutes get some nice cool below 0c air in the intakes and shocker, the CPU will idle far lower.

As long as it isn't idling above 50c and hitting 75c+ under load, your temps are fine.

You keep your house under 10c? (50F for Americans) the only way you can cool a CPU to 11c is if the air you are using to cool it is BELOW 10c. the air you have in your room is the air being used to cool your CPU.
