Is it still viable today? Will Volta be worth the wait? I own MSI flavor of pic related and was thinking about holding off until Volta to upgrade.

It depends on what kind of GPU changes we'll see. While HBM is really cool, having only 8GB of it won't provide a huge advantage over the current Titan X which already offers 480GB/s of memory bandwidth with GDDR5X. AMD using GDDR5X on their typical 512-bit memory interface would have 640GB/s of memory bandwidth.
I'd hold off if you can still get enjoyment out of your 780Ti

yeah as long as its an aftermarket 780 ti. the stock reference ones run like shit and perform like shit in recent benchmarks but the aftermarket ones still hold strong and compete with the 480/1060.

I'm using it mostly for 720P gaming, but recently in more modern games I've noticed a huge drop in performance, sometimes not even getting 60FPS at max. It's paired with a 2500k @ 3.3, so I've been thinking about upgrading when Volta comes out; but if Volta turns out to be intel-tier marginal performance increase, I might just wait even longer.

i sold my watercooled 780ti for $250 to some moron on eBay
it ran games at 1080P fine
as far as the inevitable GIMPING comment, it lost about 2% FPS over 2 years
