I don't see the point. I never use webcams anyways, but even if I did unless your computer has been compromised by your own stupidity, there's pretty much no way for someone to access the webcam. If you're so concerned, just uninstall the driver for the webcam and any software.

That said, I find it funny that more laptops don't have a little slider over the webcam. I have an Asus U43JC from 2010 that has a slider to block the webcam when not in use, and my current laptop, an Acer E15 doesn't have anything like that.
