Mac and Windows are good for video editing.
For Linux I use Blender.
It doesn't really matter what system or even the camera, a professional looking film will depend MUCH MORE on you and your team's (camera crew, actors, etc.) abilities.

iMovie is free with every Mac so I think in the long term it would be cheaper than premiere + after effects.

iMovie might be easier to use but it won't be faster than any other software especially on Mac's underpowered hardware.

Also iMovie is not as capable as other tools and it is easy to fall into the habit of making everything look the same on iMovie.

I'd recommend Adobe software and if she complains that it isn't easy then too bad because professional looks are not achieved by slapping a preset.

hardware/software is the absolute last thing to consider when making a film and has little to zero effect on how "professional looking" a film is. how easy it is to (i assume) edit a film is more based in skill than what software you use, however stuff like imovie or windows movie maker are perfectly capable provided minimal sound/colour work is needed.

if she's serious, get a legit or otherwise copy of premiere pro which includes a decent amount of correction and audio tools and isn't too hard for a newbie to get their head around.

as for a laptop, get the fastest processor her budget allows, as decent ram and gfx will come with the package. you'll seldom find an i7 laptop that ships with shit-tier gfx and inadequate ram.

that said, if she is not very good with computers, her money may be better spent hiring crew for her film projects

i'm usually cropping, converting, and timing single-file videos in ffmpeg, but when you're putting a lot of little scenes together, you simply need to have quick preview. Terminal ffmpeg is not a solution for the problem.
