So /g/, a lot of what I download ends up being h264 main profile 3.0.
Every device I would use to watch media, however, supports h264 high profile 4.1.
If I reencode this media, how much should I be able to reduce the bitrate and not have a major drop in quality?
I don't watch much anime.

You shouldn't.
I think changing the profile won't give you enough quality to reduce the bitrate the way you want.
How much CPU power do you have, encoding h264 with x264 is a very heavy task.
