The Intel HD 530 is perfectly fine for light gaming. You get get 60fps in 1080p for all multiplayer games (League, Dota, CSGO etc) and around 30fps for AAA games if you fiddle about enough. It's a good stopgap til they can afford a dedicated GPU.

Yes. Those "480w" power supplies are really more like 200w. And that's stretching it. They'd fail at even being a paperweight, they're so terrible. Pic related, although very old, is very similar to what you can expect from a cheap power supply. Look how shitty it is.

Generally speaking, yes. Any 80+ rated power supply should be fairly decently built - in order to use power efficiently, the supply must be well designed. I'd still avoid no-name brands even if they're 80+ though. Just to be safe.
