Quantum is servo+gecko. Pure servo engine would be awful to use.

Servo is still under active developement and nowhere near complete. Quantum is taking the completed parts of Servo and incorporating them into Gecko. By the time Servo is complete the HTML rendering engine may be the only significant portion of Gecko remaining which would then allow them to just drop in Servo.
