I think it's just because the internet infrastructure they have is too advanced and complex for the Somalian state to control.

Nominally stuff like Skype is illegal to use, it's just that Somalia has thousands of ISPs and Mobile service providers and none of them are registered with the state. Somalia have the most advanced mobile infrastructure in the whole of Africa because there was no rules surrounding putting up such infrastructure and no beuracracy and bribery to stop them. (Al Shabab did not take bribes and did not mind people putting up mobile masts, they also only took taxes on money, certain metals and jewlery that people have owned for over one year. No corporate tax and so on so they never implemented any rules against just putting it up)

But that also means that none of that is really registered, the users are not registered, nobody knows who owns whatever phone and all rules surrounding the internet can not actually be enforced. But they DO have such rules after they removed Al Shabab and maybe at one point it might be enforced so don't think they respect your freedom.

Many exit nodes are believed to be owned by us agencies which can track users. Thats why having control over where you connect is important. Its also a good idea to use a VPN or VPS to connect to the Tor network so even if you are tracked they will only see your VPN IP. its used to avoid the state. we all have natural rights that the government originally existed only in order to protect them. at least that's the story with the US. today they barely recognize private property rights. we have the natural right to communicate without molestation, codified by the 1st and 4th amendments of the constitution. both respectively being the freedom of speech and the freedom from searches and seizures. so to answer your question, the point of tor is to circumvent those that take away our natural rights, steal from us, kidnap us for non violent crimes, and to kill many innocent people overseas or domestically from police unprofessionalism.
