I can't seem to find any bandwidth monitors for Windows that are any good, any suggestions? If I could I'd just rely on custom router firmware monitoring but I'm in a situation where I can't utilize that.

Though seeing as you don't have the ability to modify router settings (and likely don't have an enterprise-grade router) you won't be able to use netflow.
