try BolehVPN. it does its best to hide from the state. use the TCP servers and the state will not know the difference between SSL traffic and VPN traffic. also, BolehVPN and some other VPNs allow to connect to their servers in such a way that no one knows you are using it. like for instance, connecting to TOR and then to the VPN service.
