I just got an Atari 130XE from an uncle, and I'm not sure what kind of mod I'm looking at.
The EPROM is piggybacked on top of the stock bios chip, with a few good diodes thrown in. The switches are also connected somehow.
I covered the window on the EPROM, as it was open, but under the metal shield & keyboard, so I doubt it's ruined.
Might it be a region lockout mod?
I haven't powered anything on yet, but I suppose that's the next step.

I'n not sure, actually, I've had more experience with IBM PC's than Ataris
I would assume different versions of the ROM for running different software, possibly one with performance hacks.

You may be right. I hooked it up and got a command prompt with an "OMNIVIEW XE" placard up at the top.
Surprisingly, my 4K tv can display the composite signal without the sync hooked up. The screen rolls, but I figured that was quite impressive

Yep, but the omniview doesn't allow regular characters. That garbled mess is what you get from pressing a couple of keys. The pattern differs depending on the key. Pressing it once seems to open up a query, and pressing it again sets a column.
