Assume all VPN's located in the US and US ally countries are monitored by the US gov. Assume all Ruskie VPN's are monitored by Ruski gov and hackers. Same with China. Go non-NATO member European. Switzerland or Norway. And even then assume nothing.

I've been using ovpn for over a year now and all working good on my computers and android phones.

Altough I haven't tried Mullvad (which is also operating in Sweden and accepts cash) they also look promising.
