Cyanogenmod is a no-go on the China Telecom MI4. Works fine on the China Unicom version because this is pretty much the same model that was sold international.

I have the RN3P international, ls rooting& flashing easy ?

I did it the other day, flashed CM on to my phone
you need to apply for unlocking permissions, flash the miui developer rom, get unlocking permissions a few hours later, download xiaomi's unlock tool and then unlock
after that you can flash twrp and flash whatever you want

it's in settings -> wallpaper, once you choose an image you then have to pick whether it'll go to the lock screen or home screen
