I run ccleaner semi-regularly and recently it keeps showing these files in \appdata\local\microsoft\windows\webcache\ folder after it's been run.
Can anyone tell me what they are and why they keep coming back?
It's a list of every file you've ever opened on your computer and every site you've ever visited in any browser. Windows keeps these logs "for Internet Explorer" and there's no way to permanently remove them or stop their creation.
GNU/Linux doesn't have this problem.

You can't remove IE. Disabling it in Programs and Features only hides the shortcuts, the actual functionality is absolutely still there.

Ccleaner added support for removing these files, but they'll just be recreated and continually updated regardless.
