I would say NetBeans, mainly for graphical applications. Besides that I would go with Eclipse

Eclipse. Hands down. It has it's flaws, but try writing fucking java in vim. Refactor hundreds of classess. Eclipse is shit for everything else, but for Java it's top-notch.
