So how do i make an empty C++ project in the latest version of Visual Studio?

Yeah it's bizarre, C++ is an OPTIONAL component in the latest Visual Studio installers.

in visual studio 2015 the c++ toolset is not installed as part of the default install. you need to go to custom and select, at minimum, the c++ tools. you dont need the mfc and windows xp stuff though.
the 4gb mentioned is actually for the whole of visual studio. the c++ tools are around 900MB from what i remember which, while bigger than mingw for example, is not that big considering it is also includes the whole windows 8.1+ sdk.
Do not select any particular menu and search for "empty". Then when adding a new file search for "blank".
