Disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates.

Look on the drivers tab and check what is causing the problem. Update said problematic drivers.

If you use a Nvidia 1xxx card then it is normal, those things have bugged drivers with horrible latency.

Install Gentoo and then add a low-latency/real-time kernel

Had the same problem a few weeks ago.

Turns out it was the HDMI cable.

This shit has been haunting me for such a long time, I wanted to try updating my motherboard's bios and doing a new install I never got around to it
