Also there's much more CPU manufacturers than AMD and Intel, even for x86
The Chinese didn't give up, they already have competent modern CPU's developed with state of the art tech, they made a deal with AMD to expand even more
They already have their own fabs and modern architectures, and there's a much more massive amount of indigenous controllers and other ASIC's

Ok, that was a weak arguement, but my main point was that the US is not only source so it's embargoes aren't omnipotent because of that.

The fact that the US can enforce an embargo is because they are the lead manufacturer, but their position in the lead depends on having access to big markets, if they were to embargo a large market like Russia it is only natural that the need for electronics there would be filled by someone else, somehow.
