This is untrue, while SLI is not that amazing either since it doesn't and never will support all games, CF is fucking dogshit. When I had CF there were "supported" games with year-old profiles that were still broken. Support on day 1 was essentially impossible, CPU overhead was even worse than single-GPU and AMD very frequently released broken profiles (late as fuck too). Their CF support quality went down the shitter in the last ~2 years and I've been running CF since the 5850s came out. Frame pacing is crap in most titles, even in cases where scaling is apparently good you can get huge frame time spikes on occasion, making the overall experience pretty shitty. I'm pretty sure AMD just went "lel fuck CF who uses that shit?" when the whole W10/DX12/Vulkan thing really started up and focused their already limited driver and game support efforts on those instead.

I remember benchmarking TW:WH (AMD game) when I upgraded from 290X CF to 1080 SLI. A 1080 is much faster than a 290X of course, but I went from 34FPS with shitty frame time to 85FPS at the same settings, that's 2.5X faster. A single 1080 isn't 2.5X faster than a 290X, a large part of that performance boost came from the fact that CF was running like shit, which was also obvious from the low GPU load in CF.

Theoretically if used properly it could be helpful. Not having extra VRAM can't help. If you're using <3.5GB the cards can just use the fast VRAM, over that you either have literally nothing or slow shit. Slow shit could still be helpful if used for data that isn't frequently accessed, the problem is that it's not easy for the driver to tell when the game will want to access certain data as such any driver-side solution (which was also the only actual option) can't be very good, which is why some games had shitty microstutter.
