You may have some of them in your distros repos, but usually you need to get them from someplace like: https://www.gnome-look.org/browse/ord/latest/
There's stuff on Github too. You can lurk in the various desktop and screenfetch threads and google what interests you and find where to get them.
My favorite theme is flatabulous plus Paper icons

yeah, the arc themes are basically mixtures of ultra-bright-and-therefore-unusable white and this rather dark blue-gray. I hate mixing bright and dark stuff up, so I always use the darkest one, since there's no white in that. But I don't like it.
Weirdly enough, I don't mind 4chan's tomorrow theme.
