Is C++ a dying language?
Not anytime soon.
Games, OS sugar and every single production office application is written in C++.

Rust is the only language that has the potential to completely knock out C++ as it gives more low level control while being completely safe and runs just as fast with no gc pause.
Go will replace C++ for some userspace applications but not low level stuff
Considering that Tensor Flow and CNTK promote their C++ bindings first and foremost, C++ will probably never die. Also, the language became tolerable with C++14.

it is dying to the extent that stuff moves to web platforms.
but for anything high performance and/or client facing, there is no better alternative nor will there be for the foreseeable future.
GC-based stuff just doesn't cut it, even if it's easier for Pajeets.

depens on what you understand by "dying".
HW is getting more powerful and oftentimes it's cheaper to run stronger server than have developer optimise things, so C++ may be losing some market share to languages that make development more rapid.
but for places where performance is crucial, I don't see it going away anytime soon - the same way in kernel/driver programming C also doesn't seem to have to worry about its importance.
