Is there a way to make the volume wheel change the volume in increments of one instead of four?

You only have to move the wheel a tiny tiny bit for it to, it's not like you have to do one full rotation for each increment.
I've tried Googling shit loads of times but the only question people ask is how to change the volume for a single application rather than everything, which doesn't bother me.

Having increments of 4 is annoying because it's hard to find a balance and it's easy to turn it up too loud or quiet
