One thing I don't understand about the GTX 970 fiasco is why couldn't manufacturers fix that problem? I understand if it would just be the reference cards but why couldn't they make cards with the full 4GB?

The problem was in the way the GPU accesses the memory, not in the sheer quantity that was on board. They couldn't do shit, the GPU would need to be redesigned.

Any aftermarket oc 970 practically was a 980 since there was barely a ~10% difference between a 970 and 980. There's a reason they made the 1080 like 20% more powerful than the 1070, because they want people to actually buy it instead of buying a 1070 for way cheaper and slapping an OC on it to match a 1080.
It requires a redesign of the silicon itself - the memory modules aren't the issue, its how the the chip accesses them.
