I have no fucking clue what is going on, I have looked at Vram usage as well as ram. When im playing a game like fallout 4, I this god awful stuttering. Its like the frame rates drop to 0 for a femtosecond, and then back to 60fps. It happens about 2 minutes into the game.
Games affected:
Rust
Bioshock
Skyrim
Fallout 4 (seems to be the worse)
System specs:
-i5 3330 @ 3194Mhz
-8gb DDR3
-R9 290 4gb Vram
-PNY ssd 240gb
-WD Black 1tb

Edit: so after trying to capture this for a webm. I noticed that if i backout of the game and return , the chugging/choppiness stops. In-addition to this, it seems to if my frames are to high. Maybe if they are above about 70? Im still lost on causes this. Wat do?
get more/faster ram
disable pagefile to see if that helps, it will either solve the issue or make the games crash each time a stutter happens
basically those shitty programs are leaking memory and your program stutters every time your os writes to the pagefile
also moving your pagefile to ssd will reduce the duration of stutters, although wouldn't prevent them
it might also be some other thing youre running alongside those programs thats leaking memory
Make sure you completely uninstall old graphics drivers and then reinstall. I have a 270x and sometimes i have to reinstall drivers like 3 times before they work properly. I get the same symptoms youre having about half the time i update my drivers.

Look into enabling/disabling hpet in bios. I've read it can frequently cause stuttering in games if not configured correctly.
Oh and check your crimson settings to make sure theyre not set to force any retarded settings and while youre at it force max tesselation down to 8x at most. Sometimes i would find in catalyst that it changed my preferences upon installing new drivers.
Is your monitor 60Hz? Cap your fps at 60.
Monitor 144Hz? Cap it at 144.
