Because FOSS dropped the ball and never offered a robust way to richly view statistics about the users who visit your site. Google identified a vacuum and made a solution for it. Now we're stuck with it and there's no free software solution anywhere close to feature parity with Analytics.

I have it blocked by noscript.
It's useful if you're the one who owns the webpage, but as a user you should have it blocked.
