You can't without removing the illusion of whatever ecosystem being "developer friendy," but if you're really committed, I guess you could always increase the price of entry past $100
That doesn't do anything about the companies dedicated to producing only shovelware, just individual developers
There's also the option of requiring every developer to submit a list of "feature points" and refuse to release any but the first with that exact feature set

Meanwhile, the one with more reviews was made by Sandeep and mayne 10% of the reviews are real. It has 100,000 downloads.
The other app has mixed reviews but the developer responds to critical reviews and fixes bugs. It has 500 downloads.
