Yes. The point of a vpn is to ensure that you're not found. Correlation attacks only work if you have a suspect and are monitoring their traffic. Even then, just leave the VPN on all the time. How can they tell apart logging in to @fbiarelosers and browsing 4chan?
For torrenting, yes. For browsing the interwebz, maybe. Web browsers nowadays leak so much information you can build a fingerprint and track someone across multiple IPs but as long as you don't enable JavaScript there is very little information that can be gained (e.g. HTTP headers) and it's fairly easy to spoof.
