I think right now Discord is taking over the role that IRC used to have. Because when you think about it, they're almost the exact same thing.

it depends what your interests are, if you're into a specific programming language or framework or something chances are itll have a channel on freenode. do you frequent anywhere outside of 4chan? go see if they have an irc presence. you shouldn't have to ask us where to idle

IRC is mostly only used by tech communities because its not as user friendly as other (newer) forms of communication. But I would still say very alive. 4chan isn't user friendly either, and by its user
IRC is alive and well. Riot.im actually makes it nicer to use on mobile. I do most of my IRC stuff from Riot nowadays.
