There's a Cydia tweak for it. These types of things have been around forever. I remember when my mother put restrictions on my iPhone 3G and I jailbroke to install a location faker. Eventually I found the password file for the restrictions and deleted it (encryption was non-existent on 3.1.3). You can access whatever you want in the user and system partitions with a jailbreak.
