Since I just switches to android after years of Wphone, yes it's dead. Totally. I'm so glad I made the switch, there were tons of apps I couldn't get on wphone, like.... well I can't think of one, but I know I made the right choice.

This was always the plan, and part of the deal Microsoft made with Nokia.

Microsoft is contractually bound to retire the Lumia name sooner rather than later. I believe by FY2018.
