Apparently it's a noise reduction card. Reduces noise distortion generated from graphics cards.

Interesting, if I don't use a headset that has an included or external usb soundcard the coil whine from my GPU will squeal through my headset. Wonder if this would alleviate that.

Yes, except without an amplifier, resistor-capictor noise filtering (like a Twin Tee) would actually reduce the total signal output... Furthermore, to amplify it, you would introduce more noise into your signal.

What it's actually doing is anybody's guess.
