either way, the smallest possible image is 1 bit
not being able to directly work with only 1 bit is another issue (one of overhead)
you also can't store a file on a hdd without it taking up at least 512 bytes (or 4096 bytes for more recent hdds) due to that being the smallest addressible unit (a sector)
does that mean a file can't be smaller than 512 bytes? no, it just means they just incur some overhead at a lower layer
