Feedback loops are commonly used in basic software engineering for at least 40 years. What's your point?
If you have "writing" software itself in mind, that particular loop is called genetic programming. You can optimize complex dynamic systems with brute force like that, but going beyond is extremely challenging, well into AGI sphere.
