there's a vapoursynth script for that, which can be used with mpv, but you'll need one hell of a machine to do it in realtime

you can also pipe the output through ffmpeg to make an upscaled encode, which is more practical

Yes, but as has already been said, doing it realtime would be impossible for anything but a high end server.
